City of Fairfield Election Measures

Maintaining Essential Services in Fairfield

The City of Fairfield is developing plans to enhance locally controlled funding to maintain essential services, including potholes and street repair, fire protection and disaster preparedness, and neighborhood police patrols.

To provide local funding that cannot be taken away by the State, the City Council voted to put two measures, Measure L and Measure M, on the November ballot to make adjustments to two local taxes paid by visitors staying in Fairfield and businesses operating in Fairfield.

These adjustments would not directly impact Fairfield residents who do not stay in local hotels/motels or own and operate a business in the city.

Voters would have to approve these adjustments for them to take effect.

Measure L: Business License Modernization and Simplification

The City of Fairfield requires businesses owned and operated in Fairfield to obtain a business license and pay an associated annual tax to help support the roads, infrastructure, and services used by local businesses.

  • Fairfield’s business license ordinance was last updated in 1984 and includes a complicated structure of 24 tiered rates for different types of businesses. The structure is difficult for new businesses to navigate and a lot has changed in the 40 years since it was last updated, including new industries and dramatic changes to how people work.
  • The new structure is designed to not only be simple, but also utilizes an equity approach to keep rates lower for smaller businesses as they grow. This ensures that the largest businesses with the highest economic impact in Fairfield are not unduly burdened so they and their employees can continue to thrive.
  • To ensure Fairfield’s business license is equitable, fair, and reflective of the current local economy, the City Council voted to put Measure L on the November ballot to modernize and simplify the structure, and change tax rates. These changes are designed to attract, retain, and encourage business growth and job creation in Fairfield, while simplifying oversight and compliance. These changes could generate approximately $1 million in additional annual funding for local essential services.

Measure M: Hotel and Motel Tax Paid by Visitors

Like most cities, Fairfield collects a local transient occupancy tax (TOT) from visitors staying in local hotels and motels. This hotel/motel tax is only paid by hotel and motel guests to ensure they contribute to maintaining the roads, infrastructure, public safety services, and other resources they utilize while staying in Fairfield.

  • The tax was established in 1965 and the current 10% tax rate was last adjusted 40 years ago in 1984.
  • The City Council voted to put Measure M on the November ballot to increase the hotel/motel tax rate to 12%, bringing it in line with neighboring communities. This could generate approximately $600,000 annually to support local essential services.

 Locally Controlled Funding for Essential Services

Any changes to Fairfield’s hotel/motel tax and business license tax must be approved by local voters. The City Council voted to place Measure L and Measure M to adjust these taxes on the November 5, 2024 ballot. If approved by local voters, these measures would provide locally controlled funding for essential services, including:

  • Repairing potholes and maintaining Fairfield’s 793 miles of local streets
  • Ensuring fire protection and preparedness for storms, flooding, and wildfires, and emergency medical response services
  • Maintaining city parks, recreation centers, playgrounds, and athletic fields and courts
  • Supporting neighborhood police patrols

Mandatory Fiscal Accountability and Local Control

These measures would be subject to fiscal accountability protections to ensure funds are spent

properly, including:

  • Required public disclosure of all spending and mandatory annual audits.
  • All funds would stay in Fairfield for local services and infrastructure only.
  • No funds can be taken away by the State.

  • District 2 is running unapposed
